Assigns responsibility for manually filed paper death records to subregistrars in licensed funeral or direct disposal establishments, who must produce and maintain death certificates and burial-transit permits.

Removes the requirement that funeral directors sign burial-transit permit applications and attest to contacting the physician's or medical examiner's office regarding medical certification timing.

Requires the Department of Health to electronically notify the United States Social Security Administration of deaths occurring in the state and allows the department to grant extensions for completing death certificates when autopsy, toxicology reports, or victim identification is pending.
