Creates s. 1009.987, F.S. to exempt personal financial and health information held by the Florida Prepaid College Board, Florida ABLE, Inc., or the Florida ABLE program from public records requirements.

Defines "personal financial and health information" to include health conditions, medical diagnoses, personal income and expenses, financial transaction records, and information about assets, liabilities, or net worth.

Allows the Florida Prepaid College Board or Florida ABLE, Inc. to disclose exempt information to state or federal government entities when necessary for those entities to perform duties, verify eligibility of individuals, or authorize use of ABLE accounts.

Exempts information that would identify a consumer in ABLE accounts or participation agreements from Florida public records law and the State Constitution.

Sunsets on October 2, 2020, unless the Legislature reviews and reenacts the exemption; takes effect on the same date as SB 642 or similar legislation.
