Removes requirement for county governing authority to develop interlocal agreements with local government entities providing emergency fire and rescue services before holding referendum on surtax.

Changes surtax distribution method to allocate proceeds to all local government entities providing emergency fire rescue services based on each entity's average annual expenditures for fire control and emergency services in the 5 fiscal years preceding surtax implementation.

Caps county administrative fee for receiving and distributing surtax at 2 percent of surtax collected.

Requires local government entities requesting personnel or equipment from other service providers to pay for such services from their share of surtax proceeds if the personnel or equipment is provided.

Eliminates provision denying surtax proceeds to municipalities and special districts that do not enter into interlocal agreements.
