Authorizes counties to create independent special districts funded by ad valorem taxes (up to 0.10 mills) to provide pet services and advocacy programs, subject to voter approval.

Establishes a 14-member Pets' Trust council in each district with representatives from animal services, humane societies, rescue groups, veterinarians, advocates, and community activists to govern the district.

Requires councils to allocate 60-70% of revenue to spay and neuter programs for low-income pet owners in the first 3 years, with remaining funds for adoption programs, animal welfare education, and cruelty prevention.

Permits previously approved nonbinding straw ballots on animal services funding within 5 years before the effective date to satisfy referendum requirements for establishing a district.

Expires July 1, 2020.
