Changes tarpon tag validity period from July 1 through June 30 to January 1 through December 31 and eliminates requirements for tax collectors to submit annual reports on unissued tags and tarpon landing data.

Removes income requirements for restricted species endorsements on saltwater products licenses and eliminates reporting requirements for dealers regarding hide purchases and common carrier shipping requirements.

Creates penalties for unlawful feeding of wildlife and freshwater fish, ranging from $100 civil penalty for first violation to felony charges for fourth or subsequent violations involving bears, alligators, or crocodilians; repeals sections 379.3011, 379.3013, 379.3016, and 379.3017 relating to alligator management requirements.
