Allows high-performing charter schools to establish more than one charter school per year if located in an intervention school's attendance zone, to meet capacity needs, or to meet innovative choice options identified by the district school board.

Permits out-of-state entities that operate successful charter school systems to apply for designation as a high-performing charter school system in Florida.

Requires the State Board of Education to adopt rules establishing eligibility criteria for out-of-state entities, including review of student demographics, performance data, and fiscal accountability.

Charter schools established by designated out-of-state high-performing systems receive reduced administrative fees for the first 3 school years of operation.
