Makes charitable contributions to the Florida State Employees' Charitable Campaign optional for state officers and employees if contributions are collected as part of a campaign event, rather than requiring designation of a specific charitable organization.

Removes specific requirements for independent unaffiliated agencies, international service agencies, and national agencies, simplifying eligibility criteria to focus on organizations with missions in public health, education, environmental restoration, civil and human rights, or relief of poverty and suffering.

Requires the fiscal agent to distribute undesignated funds to participating organizations in direct proportion to the percentage of funds designated to each organization.

Eliminates the requirement to establish local steering committees in each fiscal agent area.

Effective July 1, 2015.
