Removes duplicative, redundant, or unused rulemaking authority from 46 Florida Statutes sections across multiple state agencies and departments, including the Department of State, Department of Children and Families, Department of Environmental Protection, and various professional licensing boards.

Eliminates specific language requiring agencies to adopt rules for administrative procedures while preserving the underlying statutory requirements and authority to establish standards, fees, and procedures through non-rulemaking means.

Repeals section 415.112, Florida Statutes entirely, which previously granted rulemaking authority related to child abuse and neglect.

Changes certain statutory language from "adopt rules" or "prescribe by rule" to direct authority without rulemaking requirements for matters such as establishing fees, procedures, standards, and eligibility determinations.

Implements the Legislature's directive from section 11.242(5)(j), Florida Statutes, to streamline duplicative rulemaking authority while maintaining the substance of statutory requirements, effective 60 days after legislative adjournment.
