Revises the definition of "code enforcement officer" to require meeting training and certification requirements within 1 year of hire, replacing the previous undefined "code inspector" term.

Requires code enforcement officers hired on or after October 1, 2015, to complete a nationally recognized 40-hour minimum standards training course covering report writing, legal aspects, property ownership, ethics, communication skills, and code enforcement principles within 1 year of hire.

Requires currently employed code enforcement officers designated before October 1, 2015, to pass a basic skills examination created by the Florida Association of Code Enforcement by October 1, 2016, assessing knowledge of chapter provisions and Florida constitutional law.

Mandates code enforcement officers complete 16 hours of postcertification training every 2 years to maintain state certification, with approved topics including legal aspects, administrative aspects, officer safety, and other relevant courses.

Takes effect October 1, 2015.
