Reorganizes the Department of Environmental Protection by renaming and restructuring offices, establishing a new Division of Water Restoration Assistance, and creating an Inspector General position appointed by the Governor's Chief Inspector General.

Prohibits water management districts from reducing permitted water allocations when actual water use is less than permitted due to documented water conservation measures, and requires districts to adopt rules providing conservation incentives including permit extensions.

Revises membership qualifications for the Harris Chain of Lakes Restoration Council to allow the Lake County legislative delegation to waive qualifications on a case-by-case basis for good cause, and establishes procedures for council vacancies.

Allows land set-asides and land-use modifications that reduce nutrient loads, such as constructed wetlands, to be used in water quality credit trading programs; clarifies variance restrictions on waste discharge permits.

Creates a solid waste landfill closure account within the Solid Waste Management Trust Fund with $2,339,764 appropriated for fiscal year 2015-2016, and excludes landfill gas-to-energy facilities from flow control authority requirements.
