Establishes mandatory 3-day refund requirement for retail purchases exceeding $1,000 if consumer is adjudicated incapacitated, subject to certain guardianships, or has a medical condition causing lack of capacity, with goods unused and in original packaging.

Allows retailers to refuse refunds or exchanges by posting a "no refund or exchange" sign at point of sale; failure to post results in 7-day refund requirement for unused goods in original packaging.

Exempts food, perishable goods, custom-made items, custom-altered goods, and items that cannot be resold under law from refund requirements.

Establishes penalties including administrative fines up to twice the value of refused goods for violations of mandatory 3-day refund provision and up to $100 per violation for other breaches, with local governments authorized to enforce with warnings and fines up to $50.

Takes effect July 1, 2015.
