Expands the definition of "victim" in restitution law to include governmental entities and political subdivisions when they are direct victims of an offense, excluding cases where they are merely providing public services in response to the crime.

Creates section 838.23 requiring sentencing judges to order restitution and 250 hours of community service for convictions under chapter 838 (bribery and misuse of public office) after finding actual financial loss to the victim.

Creates section 839.27 requiring sentencing judges to order restitution and 250 hours of community service for convictions under chapter 839 (offenses by public officers and employees) after finding actual financial loss to the victim.

Mandates that restitution and community service work imposed under these provisions are in addition to any fine or sentence imposed and cannot be imposed in lieu of other penalties.

Takes effect October 1, 2015.
