Requires the Advisory Council on Brain and Spinal Cord Injuries to appoint a seven-member committee on brain injury with representatives including individuals with traumatic brain injuries, veterans, family caregivers, healthcare providers, and researchers.

Committee members serve two-year terms and are not compensated or reimbursed for per diem or travel expenses; council membership is not required for committee participation.

Directs the committee to research traumatic brain injury trends, assess service delivery and availability through state agencies and private providers, and evaluate gaps in community-based treatment and family caregiver support.

Requires the committee to submit biannual reports to the council and annual written reports to the State Surgeon General detailing findings and recommendations.

Takes effect July 1, 2015.
