Prohibits persons younger than 18 years of age from operating a motor vehicle while using any handheld or hands-free wireless communications device, including cellular telephones and devices that transmit text messages or access the internet.

Establishes exceptions allowing minors to use wireless devices while parked and not operating the vehicle, or for emergency purposes such as calls to law enforcement, health care providers, fire departments, or emergency services.

Classifies violation of the wireless device prohibition as a noncriminal traffic infraction punishable as a moving violation under Florida's traffic infraction statutes.

Adds the AAA Foundation for Traffic Safety to the list of organizations that may receive $1 voluntary contributions on driver license application forms, with such contributions not counted as revenue for service charge purposes.

Effective date: July 1, 2015; short title designated as the "Minor Traffic Safety Act."
