Allows condominiums, cooperatives, and homeowners' associations to conduct elections and member votes through Internet-based online voting systems with written member consent and specified security requirements including identity authentication and ballot secrecy.

Authorizes use of copies, facsimiles, or other reliable reproductions of original proxy votes for voting purposes in corporations, notwithstanding articles of incorporation or bylaws.

Revises reserve funding provisions for condominiums and cooperatives to require budgets include reserve accounts for roof replacement, building painting, pavement resurfacing, and items with deferred maintenance exceeding $10,000.

Modifies fine and suspension procedures for condominiums, cooperatives, and homeowners' associations by requiring fines to be levied by the board with notice and hearing before an independent committee, and clarifying that suspensions apply even when delinquency involves only some of a member's multiple units.

Extends the bulk assignee or bulk buyer classification deadline from July 1, 2016 to July 1, 2018 for condominium parcels, and designates rules and regulations as part of homeowners' association governing documents.
