Creates the "Emergency Treatment and Recovery Act" to authorize prescribing and dispensing of emergency opioid antagonists (naloxone) for opioid overdose treatment

Allows licensed health care practitioners to prescribe opioid antagonists to patients or caregivers at risk of overdose, and permits pharmacists to dispense them with appropriate labeling and instructions

Authorizes patients, caregivers, and emergency responders (law enforcement, paramedics, emergency medical technicians) to possess, store, and administer opioid antagonists in emergency situations regardless of whether the person receiving treatment has a prescription

Provides civil liability immunity and protection from professional discipline or criminal liability for health care practitioners and pharmacists who prescribe or dispense opioid antagonists in good faith compliance with the law

Takes effect upon becoming law
