Prohibits local ordinances and regulations from providing construction contract preferences based on contractor location, local hiring, or prior local tax payments when 50% or more of project costs are funded by state-appropriated funds.

Requires state colleges, counties, municipalities, school districts, and other political subdivisions to disclose in competitive solicitation documents that no prohibited local preferences apply to the contract.

Applies only to competitive solicitations where at least 50% of construction service costs are paid from state-appropriated General Appropriations Act funds at the time of solicitation.

Allows local governments to continue awarding contracts under other applicable state laws and local ordinances that do not violate the prohibited preferences.

Takes effect July 1, 2015.
