Expands towing authorization to include designated representatives of cooperative associations and homeowners' associations, in addition to existing condominium association representatives.

Establishes new procedures for removing vehicles or vessels parked longer than 5 days on private property without posted tow-away zone signs, requiring written notice attached to the vehicle or vessel and law enforcement verification through a police report before the 5-day removal period begins.

Requires towing notices affixed directly to vehicles (windshield) or vessels (port side) to be at least 8 by 10 inches, weatherproofed, and clearly state the date posted and that removal will occur 5 days after law enforcement documents notice compliance.

Permits removal without tow-away zone signage when a vehicle or vessel restricts business operations, obstructs a private driveway on a public right-of-way, or has been parked for more than 5 days after proper notice and law enforcement verification.

Updates penalty provisions to reference amended subsection numbers, maintaining first-degree misdemeanor and third-degree felony classifications for specific towing violations.
