Allows counties and municipalities to charge parking fees at timed parking facilities for vehicles displaying a disabled parking permit, with exceptions for vehicles with specialized disability equipment (ramps, lifts, hand/foot controls).

Exempts vehicles displaying a "DV" license plate issued under Florida Statutes section 320.084 from parking fees at timed parking facilities.

Maintains existing exemption from parking fees for vehicles with disabled parking permits or disability-related license plates when transporting the person with the disability on public streets, highways, and metered parking spaces.

Preserves exemption from parking fees for vehicles displaying the Florida Toll Exemption permit.

Effective July 1, 2015.
