Changes liability for lost or damaged household goods from a limited valuation rate system to full indemnification for replacement value, with shipper ability to waive or amend in the contract.

Prohibits movers from collecting more than the binding estimate amount except when shippers request additional services, require impracticable operations, or waive the binding estimate requirement.

Requires movers to relinquish household goods on agreed delivery date and prohibits withholding goods unless payment has not been tendered; makes refusal to relinquish goods after payment a third-degree felony and other violations first-degree misdemeanors.
