Division of Vocational Rehabilitation designation as the administrative unit is repealed June 30, 2016, unless the Legislature reenacts it after reviewing the required performance report.

Division must develop and implement a performance improvement plan by October 1, 2015, with goals to increase service recipients, postsecondary education enrollment, industry certifications, employment outcomes, and decrease administrative costs and per-outcome costs.

Division must submit annual performance reports to the Governor and Legislature by December 1, including caseload data, service use, financial expenditures, and employment outcomes for the previous five fiscal years.

Division shall develop and implement a "Partnership for Employment of Persons with Unique Abilities" pilot program in designated regions, partnering with local nonprofit organizations and setting specific performance improvement goals.

Partner organizations must meet performance goals in service provision, postsecondary education, industry certifications, employment closure rates, and administrative staffing proportions, with results reported annually by December 31.
