Creates the Nature Coast Oyster Alliance as an advisory council within the Fish and Wildlife Conservation Commission to coordinate development of a comprehensive oyster resource recovery and management plan.

Establishes a 17-member alliance appointed for 4-year terms, including representatives from the oyster harvesting industry, processing sector, state agencies, University of Florida, the Governor's office, and local county commissioners.

Requires the alliance to meet at least four times per year and establish an Oyster Resource Recovery and Management Working Group to develop recovery and management plans for oyster fisheries in the Nature Coast region.

Assigns the working group responsibility for recommending regulatory policies, adaptive management strategies, monitoring approaches, research priorities, and guidelines for fund allocation related to oyster resource restoration and sustainability.

Takes effect July 1, 2015.
