Eliminates quarterly reporting requirements for home health agencies, replacing them with a single submission of patient census data with each license renewal application.

Removes the $200-per-day fine (up to $5,000 per quarter) that agencies previously faced for failing to submit quarterly reports.

Creates an exemption from certificate-of-need review for applicants previously licensed within 21 days as a health care facility, provided they meet specified criteria including no pending license denial actions and requesting the same service type, district, and bed count.

Allows applicants whose licenses expired between January 1, 2015 and the effective date to apply for the certificate-of-need exemption within 30 days of the law taking effect.

Effective date: July 1, 2015.
