Removes exemption allowing public schools of choice to calculate class size compliance using school-level averages instead of individual class maximums.

Changes charter schools and district innovation schools of technology from calculating class size compliance at school average to using individual class maximums.

Requires districts that exceed class size maximums to retain reduced funding and spend it on noncompliant schools to achieve compliance, eliminating previous fund reallocation to compliant districts.

Mandates noncompliant districts submit compliance plans to the commissioner by February 1 and post plans on district websites and provide them to school advisory councils of affected schools.

Takes effect July 1, 2015.
