Creates section 776.001 to establish legislative intent that justified use of force does not authorize vigilantism, encourage initiating confrontations as pretext for deadly force, or negate duty to retreat in unlawful mutual combat.

Amends section 776.041 to clarify that "provocation" in self-defense cases must include the actual use or threat of force to disqualify someone from justification defenses.

Exempts persons from criminal penalties for carrying concealed weapons or concealed firearms while evacuating pursuant to mandatory evacuation orders issued during states of emergency declared by the Governor or local authorities.

Maintains existing penalties: first-degree misdemeanor for carrying concealed weapons without a license and third-degree felony for carrying concealed firearms without a license, except during authorized evacuations.

Effective date of July 1, 2015.
