Exempts unsolicited public-private partnership proposals from public records requirements until the responsible public entity provides notice of an intended decision or issues a competitive solicitation.

Limits exemption to 90 days after rejection of all proposals in a competitive solicitation, or 180 days after receipt if no competitive solicitation is issued.

Exempts any portion of public entity meetings during which exempt proposals are discussed from public meeting requirements, with a complete recording required and kept confidential under the same timeline as the proposals.

Applies sunset review under the Open Government Sunset Review Act, with exemptions set to expire October 2, 2020, unless reenacted by the Legislature.

Takes effect on the same date as SB 824 or similar legislation that transfers and amends section 287.05712 of the Florida Statutes.
