Creates section 663.021 of Florida Statutes to exempt international banking entities from producing books or records maintained outside the United States that are not available to their Florida offices in response to civil subpoenas.

Applies to international representative offices, international bank agencies, international branches, international trust company representative offices, and international administrative offices.

Exemption applies only to subpoenas issued under Florida Rules of Civil Procedure, Federal Rules of Civil Procedure, or similar civil procedure rules in other states, not to subpoenas from law enforcement, regulatory agencies, legislative bodies, or grand juries.

Requires requests for production of books or records pertaining to customers of international banking corporation offices established in foreign countries to be conducted through letters rogatory or applicable treaties and conventions governing service of process.

Takes effect July 1, 2015.
