Authorizes boards of county commissioners and municipal governing bodies to assist honorably discharged veterans and their dependents in securing federal and state benefits including compensation, hospitalization, education, loans, and career training.

Expands the definition of assisted populations to include all honorably discharged veterans who served in any war and any branch of U.S. military service, removing previous gender-specific language.

Designates counties where veterans comprise at least 10 percent of the total population as "areas of high veteran impact" eligible to receive funds for commissioners to exercise veteran assistance powers.

Effective date: July 1, 2015.
