Allows retired justices and judges to return to temporary employment as senior judges without triggering the 6-month employment restriction that applies to other retirees, provided they have reached normal retirement age or vesting age and waited at least 3 calendar months after retirement.

Retired justices and judges can only receive this employment exception if assigned as senior judges by the Chief Justice of the Supreme Court under Article V of the State Constitution, and cannot be employed for any other purpose within 12 calendar months of termination.

Requires the State Board of Administration and Department of Management Services to obtain a determination letter and private letter ruling from the Internal Revenue Service regarding tax qualification of the Florida Retirement System under these changes.

Increases employer contribution rates for the Elected Officers' Class for Justices and Judges by 0.45 percentage points and the Deferred Retirement Option Program by 0.01 percentage points, plus increases the unfunded actuarial liability rate by 0.91 percentage points for justices and judges.

Effective July 1, 2015, with provisions voiding this act if the Internal Revenue Service determines it would disqualify the Florida Retirement System for tax purposes.
