Establishes the "Employment First Act" to prioritize employment of individuals with disabilities and improve employment outcomes through collaborative state efforts.

Requires nine specified state agencies and organizations (including Division of Vocational Rehabilitation, Agency for Persons with Disabilities, Department of Economic Opportunity, and Workforce Florida, Inc.) to develop an interagency cooperative agreement.

Agreement must outline roles, responsibilities, strategic goals, and benchmarks to maximize resources and coordination for improving employment outcomes for individuals with disabilities seeking publicly funded services.

Requires agreement objectives to include establishing leadership commitment, identifying financing and contracting methods, developing training methods, ensuring collaborative efforts, promoting service innovations, and establishing accountability measures.

Takes effect July 1, 2015.
