Expresses the Florida Legislature's profound disagreement with the President's December 17, 2014 decision to restore full diplomatic relations with Cuba after more than 50 years.

Opposes the opening of a Cuban consulate or any diplomatic office in Florida.

Urges Congress to uphold the embargo against Cuba until the current dictatorship is no longer in power and basic human and civil rights are recognized in Cuba.

Directs copies of the memorial to be sent to the President, President of the Senate, Speaker of the House, and all members of the Florida congressional delegation.
