Revives and amends the Solar Energy System Incentives Program within the Department of Agriculture and Consumer Services to provide rebates for purchasing and installing solar energy systems between July 1, 2015, and June 30, 2020.

Reduces the maximum rebate for residential solar photovoltaic systems from $20,000 to $10,000 per installation, while maintaining $100 per watt maximum for commercial and non-profit facilities.

Establishes eligibility requirements including installation by state-licensed contractors and compliance with Florida Building Code and interconnection standards.

Requires rebate applications to be filed within 120 days of equipment purchase and include proof of purchase.

Reserves the first $50 million in rebate funding for residents whose homestead is valued at $400,000 or less and allows unused rebate requests to rollover to the following fiscal year with priority processing.
