Authorizes condominiums, cooperatives, and homeowners' associations to conduct elections using electronic voting systems if at least one member requests it and the system meets specified security and accessibility requirements.

Requires electronic voting systems to be approved by the Secretary of State and include safeguards such as secure member authentication, ballot secrecy, receipt verification, and backup voting methods in case of system disruption.

Mandates that associations appoint one or three independent third-party election inspectors who must be unaffiliated with the board and perform duties including ballot receipt, vote tabulation, and determining election results.

Authorizes the Secretary of State to study and adopt rules determining whether electronic voting systems comply with security and functionality requirements for member authentication, ballot integrity, and secure storage.

Effective date: July 1, 2015.
