Exempts dual enrollment students from paying registration, tuition, technology, and laboratory fees across all dual enrollment program types (standard, early admission, and career early admission).

Requires home education students to be responsible for their own instructional materials and transportation unless the articulation agreement specifies otherwise, and mandates postsecondary institutions to enter into home education articulation agreements submitted to the Department of Education by August 1 annually.

Establishes new requirements for private school students in dual enrollment programs, including mandatory articulation agreements between postsecondary institutions and private school students with their parents, with submission to the Department of Education by August 1 each year.

Authorizes postsecondary institutions to provide instructional materials at no cost to home education and private school students if included in the articulation agreement, and requires the Department of Education to review all articulation agreements for statutory compliance.

Requires district school boards and Florida College System institutions to annually submit dual enrollment articulation agreements with state universities and eligible independent colleges or universities to the Department of Education by August 1.
