Creates the "Safe Work Environment Act" establishing Part III of Chapter 448, Florida Statutes to protect employees from abusive work environments.

Defines abusive work environment as employer conduct with malice that subjects employees to severe abuse causing tangible psychological or physical harm, including repeated verbal abuse, intimidating conduct, or sabotage.

Establishes employer vicarious liability for abusive conduct by employees, but allows affirmative defense if employer exercised reasonable care to prevent and correct actionable behavior and employee failed to use available corrective opportunities.

Limits employer liability for emotional distress damages to $25,000 when no adverse employment action occurred and prohibits punitive damages against employers; individual employees remain fully liable.

Provides private right of action only with one-year statute of limitations from the last unlawful act; requires metal detector screening of nonemployee visitors in instructional areas of K-12 schools.
