Expands the special risk class membership to include 911 public safety telecommunicators certified under s. 401.465, effective July 1, 2016.

Prohibits 911 public safety telecommunicators from receiving the monthly retirement benefit adjustment provided under s. 121.091(1)(a)2.

Makes technical corrections to statute references and clarifying language throughout s. 121.0515 regarding special risk membership criteria and definitions.

Declares that the act fulfills an important state interest by ensuring governmental retirement system employees and retirees receive fair, adequate, and actuarially sound benefits.
