Establishes hemp as an agricultural crop in Florida, defined as Cannabis plants containing no more than 0.3 percent delta-9 tetrahydrocannabinol.

Requires individuals growing hemp to register with the department by submitting name, address, seed certification, location, and acreage information.

Allows the department to inspect and test hemp crops throughout sowing, growing, harvest, storage, processing, manufacturing, and distribution stages, with an annual registration fee capped at $100.

Prohibits the department from adopting rules that ban hemp cultivation, processing, or sales based on its federal legal status.

Provides an affirmative defense to cannabis charges for individuals growing hemp pursuant to this section or holding valid federal Drug Enforcement Administration registrations.
