Adds definition of "satellite office" as a secondary office of a nurse registry within the same health service planning district as a licensed operational site.

Changes licensing requirements for home health agencies and nurse registries from county-based to health service planning district-based, allowing multiple sites within a district to operate under one license.

Permits licensed nurse registries to operate satellite offices that can store supplies and records, register contractors, and conduct business by telephone, with all original records maintained at the main operational site.

Requires nurse registries to provide written notice to the state and area offices before relocating an operational site or opening a satellite office, along with evidence of legal right to use the property and zoning compliance.

Takes effect July 1, 2015.
