Authorizes sponsors to deny charter applications from applicants, applicant groups, or proposed management companies that have had previous charter school failures.

Requires charter schools to submit monthly financial statements for the first year of operation and prepare a viability plan if financial statements indicate the school is not financially sustainable.

Mandates charter applications include documentation of adequate financial resources to support school operations, such as bank statements, financial statements, loan documents, and other business records.

Changes requirement from "shall" to "may" regarding alternative arrangements for current teachers who choose not to teach in a charter lab school after conversion.
