Creates definitions for "bodily injury" and "vulnerable user of a public roadway" (pedestrians, cyclists, motorcyclists, operators of farm tractors, horse-drawn carriages, electric mobility devices, and wheelchairs) in Florida Statutes Chapter 316.

Requires drivers passing vulnerable users to maintain a minimum 3-foot distance and prohibits turning in front of vulnerable users in an unsafe manner after passing them.

Allows drivers to cross no-passing zone markings when necessary to maintain the 3-foot passing distance from vulnerable users.

Imposes additional fines of up to $2,000 for violations of passing, turning, or careless driving laws that contribute to bodily injury of a vulnerable user.

Requires mandatory hearings for traffic infractions related to passing or careless driving that result in bodily injury to vulnerable users, effective October 1, 2015.
