Prohibits use of the title "art therapist" without a master's degree in art therapy from an accredited program or Registered Art Therapist credentials; violation is a first-degree misdemeanor.

Creates the Board of Professional Art Therapists with five members (three licensed art therapists and two consumer members) appointed by the Governor to regulate the profession.

Requires licensure applicants to hold a master's degree in art therapy with 60 graduate-level credit hours (including 24 credits in specific art therapy topics), complete 1,000 hours of supervised practice, and 3,000 hours of postgraduate clinical experience with 100 hours of supervision.

Establishes an expedited waiver process for applicants who obtain current Art Therapy Credentials Board certification by December 31, 2016.

Sets disciplinary grounds for unprofessional conduct including failure to maintain patient records, unauthorized services, sexual misconduct, and allows the board to impose warnings, penalties, license suspension or revocation, or require continuing education and supervised practice.
