Prohibits the state and political subdivisions from requiring contractors, subcontractors, or material suppliers on public works projects to pay predetermined wages, provide specified employee benefits, or control staffing levels.

Prohibits requiring contractors to recruit, train, or hire employees from designated sources, participate in proprietary training programs, or enter into project labor agreements as a condition of bidding.

Prohibits requiring contractors to execute agreements with employees, labor representatives, or labor organizations as a condition of bidding, negotiating, or performing work on public works projects.

Allows prevailing or minimum wage requirements only when mandated by federal law for federally funded projects.

Prohibits political subdivisions from denying qualified, licensed, or certified contractors the ability to submit bids or perform work on public works projects based on the restrictions listed above.
