Mandates that Florida College System institutions and state universities provide 28-day public notice of board meetings voting on tuition or fee increases, including details of the proposed increase and rationale.

Requires the Board of Governors and State Board of Education to adopt textbook affordability policies and annually report to the Governor and Legislature on strategies to reduce higher education costs.
