Requires state and county attorneys, sheriffs, police officers, and other officials to assist the Department of Health in enforcing health laws, rules, and orders under chapter 381.

Authorizes the State Health Officer to issue isolation orders and defines isolation as separation of individuals reasonably believed to be infected with communicable disease from those not infected to prevent disease spread.

Specifies that orders issued by the State Health Officer or Department of Health for isolation or quarantine are immediately enforceable by law enforcement officers.

Requires the Department of Health to adopt rules specifying conditions and procedures for imposing and lifting isolation or quarantine orders.

Makes violation of isolation or quarantine orders a misdemeanor of the second degree, and specifies that public health emergency rules and actions supersede conflicting rules and ordinances of other state agencies and political subdivisions.
