Creates section 311.103, Florida Statutes, to authorize counties or contiguous counties to designate geographic areas as freight logistics zones centered around intermodal logistics centers.

Requires adoption of a strategic plan including: maps, existing/planned freight facilities, transportation infrastructure, workforce availability, workforce training capabilities, freight movement plans, and local government incentives.

Designates projects within approved freight logistics zones as eligible for priority consideration in state funding and incentive programs under chapters 288 (Parts I, III, and V), provided they align with the Freight Mobility and Trade Plan.

Establishes evaluation criteria for funding eligibility including: presence of intermodal logistics center, strategic state interest, cost-effective goods movement, job creation, transportation network integration, private investment commitments, and local financial support.

Takes effect July 1, 2015.
