Redirects certain motor vehicle registration and title fees from the General Revenue Fund to freight mobility and trade projects identified in the Freight Mobility and Trade Plan or navigational channel deepening/maintenance projects approved by the U.S. Army Corps of Engineers.

Modifies section 319.32 to set aside deposits exceeding $200 million annually from certificate of title fees for freight mobility and trade projects instead of returning excess amounts to General Revenue Fund.

Redirects portions of heavy truck, semitrailer, school bus, wrecker, trailer, and transporter license tax fees to freight mobility and trade projects, with specific dollar amounts set aside for each vehicle class.

Establishes a new funding mechanism whereby fees previously deposited into General Revenue Fund are now allocated to freight mobility infrastructure and navigational projects statewide.

Takes effect July 1, 2015.
