Creates a public records exemption for surveillance recordings held by community development districts that monitor activities on public buildings or property.

Allows disclosure of these recordings to law enforcement agencies, pursuant to court order, to nonresident property owners, or to qualified residents.

Defines "resident" as either armed forces members stationed in the district and their families, or persons with a valid state driver license listing the district as their only residence, verified by Department of Highway Safety and Motor Vehicles.

Provides alternative residency verification through voter registration card, sworn statement of domicile, homestead exemption proof, or for minors, a school identification card or parent's proof of residency.

Exemption subject to Open Government Sunset Review Act and automatically repeals October 2, 2020, unless reenacted by the Legislature; effective July 1, 2015.
