Authorizes municipalities with populations under 100,000 that are coastal communities to establish pilot programs regulating or banning disposable plastic bags.

Pilot program ordinances must be enacted by December 31, 2015, take effect January 1, 2016, and expire June 30, 2018, with no new taxes or fees permitted.

Participating municipalities must collect data on the impact of the regulation or ban and submit a report to their governing body at a public hearing by April 1, 2018.

Requires municipalities to provide a copy of their impact report to the Department of Environmental Protection.
