Amends the definition of "expenditure" under Florida's lobbying registration and reporting law to clarify what activities are excluded from lobbying requirements.

Exempts contributions and expenditures reported under campaign finance law, unpaid volunteer services, and contributions made by political parties and tax-exempt organizations from the definition of lobbying expenditures.

Creates new "public-legislative use" exemption for use of public facilities or public property made available by a governmental entity to a legislator for a public purpose, regardless of lobbyist registration status.

Effective July 1, 2015.
