Creates the Florida Free Enterprise Act to prohibit governmental entities from establishing regulatory minimum prices for lawful goods or services below which businesses or individuals are prohibited from charging.

Defines "regulatory minimum price" as any value, percentage, or rate of compensation established by ordinance, rule, or governmental action that restricts pricing for lawful business activities.

Designates establishment of regulatory minimum prices and creation of service classifications that apply differently to competing businesses as unfair or deceptive regulatory acts under the Florida Deceptive and Unfair Trade Practices Act.

Requires the Department of Agriculture and Consumer Services to identify and notify state agencies and governmental entities of noncompliant regulatory minimum prices.

Allows persons adversely affected by violating regulatory actions to sue for declaratory or injunctive relief, actual damages up to $1 million, reasonable attorney fees and costs, with interest accruing at the legal rate from the filing date; exempts minimum wage laws and regulatory fees.
